Exporting electric and hybrid cars to Africa from Dubai: duty, charging and shipping

In a sample of 4,000 cars we checked on our own inventory on 12 October 2026, about 6 percent were hybrids and 2 percent fully electric, from 0 km BYD plug in hybrids to used Tesla Model Y. Demand from Lagos, Tema and Abidjan is growing, but the rules differ sharply by country, and an electric car is dangerous goods at sea. This guide to exporting electric and hybrid cars to Africa covers the duty position in each main market, the charging questions to settle first and how batteries are shipped.

In practice, the duty rules matter more than the technology. Nigeria now exempts qualifying battery electric cars from import duty and VAT, Ghana still charges its highest 20 percent band on hybrid and electric passenger cars, and every lithium battery car must be declared as Class 9 dangerous goods before it sails.

Hybrid, plug in hybrid or fully electric#

TypeHow it chargesExamples in our stockTypical export price (USD)
Hybrid (HEV)Charges itself, no plugToyota Corolla Hybrid, RAV4 Hybrid, C HR20,000 to 26,000 for Corolla and C HR
Plug in hybrid (PHEV, DM i)Plug and petrol engineBYD Qin Plus, Destroyer 05, Song L21,000 to 38,000
Battery electric (BEV)Plug onlyToyota bZ3X, Honda eNS2, Seres 5, Tesla Model Y17,000 to 42,000 for most models

Prices come from the listings we checked on 12 October 2026 and cover the car in Dubai only. Luxury electric models such as the Porsche Taycan and Mercedes EQS sit well above these ranges.

A conventional hybrid like the 2026 Corolla XLI Hybrid needs no charging network at all. A plug in hybrid such as the 2025 BYD Qin Plus DM i can run on petrol when no charger is near. A battery electric car such as the 2025 Toyota bZ3X depends fully on reliable power where it will be driven.

Electric and hybrid car import rules in Nigeria, Ghana and Côte d'Ivoire

DestinationElectric carsHybrids
Nigeria (Lagos)Battery electric and extended range EVs with at least 200 km electric range: no import duty or VAT with an exemption certificate; cars valued at USD 100,000 or more excludedNormal duty and VAT apply
Ghana (Tema)20 percent duty band for passenger cars; the announced waiver covers EVs for public transport, not private cars20 percent duty band
Côte d'Ivoire (Abidjan)Five year age limit for used carsFive year age limit for used cars

Nigeria. The Nigeria Customs Service announced the exemption for qualifying electric vehicles in 2026, as electrive reported. Hybrids, including plug in hybrids, are not covered. Our Nigeria import guide explains the duty stack and the 12 year age rule that still applies.

Ghana. The US trade.gov note on Ghana EV tariffs lists 20 percent duty on hybrid and electric passenger cars and explains that the proposed eight year waiver targets public transport vehicles. Used cars shipped from 1 October 2026 also need a Certificate of Conformance, which our agent arranges. Our Ghana car import duty guide shows how the full bill is calculated.

Côte d'Ivoire. No EV specific rule changes the basics: the car must be no more than five years old, as our Ivory Coast import guide explains.

East Africa. Kenya, Uganda and Tanzania drive on the left and expect right hand drive cars. Most of our stock is left hand drive, so we focus on the West and Central African markets on our destinations page.

Charging and service questions to settle first#

  • Plug type. Chinese market electric cars normally use the GB/T charging standard, while European and most GCC cars use Type 2 and CCS2. Check which plug your car has and buy the matching home charger or adaptor before it ships.
  • Home power. Most owners charge overnight at home or at work, so check that the building wiring can take a dedicated charger.
  • Language and software. Some China specification cars come with Chinese language screens. Ask us whether English is available on the exact car.
  • Service. Confirm that a local workshop can diagnose the battery system. A conventional hybrid is the easiest step up where electric expertise is scarce.

How exporting electric and hybrid cars to Africa works at sea#

Shipping an electric car from Dubai: battery and dangerous goods checklist

Under IMDG Code Amendment 42-24, mandatory since 1 January 2026, lithium ion powered vehicles must be declared as UN 3556 (Class 9) and the old UN 3171 entry can no longer be used for them, as Maersk's advisory sets out. Containers carrying them must also be placarded correctly, and non compliant shipments can be delayed or rejected. Hybrids with a fuel tank travel as flammable liquid powered vehicles (UN 3166).

What this means for your car:

  1. Declare it correctly. We book the car with its battery type so the line can accept it as dangerous goods before it reaches the port.
  2. No damaged batteries. The European Maritime Safety Agency's guidance for alternative fuel vehicles says a car with a suspected damaged or defective battery should only be carried with the battery removed.
  3. Charge level. Follow the carrier's instruction at booking; lines set their own limits, so we confirm them before delivery to Jebel Ali.
  4. RoRo or container. Both are possible, with different handling rules, as our RoRo versus container guide compares.

Marine insurance is optional, and our insurance rates start from 1.0 percent of the insured value for Total Loss Only and 1.75 percent for All Risk Marine.

Frequently asked questions#

Can you ship an EV?#

Yes. Electric cars ship from Dubai by RoRo or container, declared as Class 9 dangerous goods under the IMDG Code. Since 1 January 2026, lithium ion powered cars use the UN 3556 entry, as Maersk explains.

How do I send a car to Africa?#

Choose the car, clear its UAE registration with the RTA export certificate (AED 70, or AED 140 with export plates), then book RoRo or a container from Jebel Ali. Our UAE to Africa shipping page explains each step to Tema, Lagos and Abidjan.

Can I import an electric car to Nigeria duty free?#

Qualifying battery electric cars, and extended range EVs with at least 200 km of electric range, are exempt from import duty and VAT once you hold the exemption certificate. Hybrids and cars valued at USD 100,000 or more are excluded, as the Nigeria import guide notes.

What are the import rules for vehicles into Ghana?#

Used cars over 15 years old cannot be imported if shipped from 1 October 2026, and each used car needs a Certificate of Conformance before it sails. The GSA vehicle import FAQs set out the rules, and Ghana steering rules call for left hand drive.

What's the disadvantage of a hybrid car?#

A hybrid usually costs more to buy and to repair if the battery system fails, and it needs a workshop that understands it. In Ghana it also sits in the 20 percent duty band, so the fuel saving has to cover a higher import bill.
