Import a Car from Dubai to Ivory Coast: 2026 Age Rule, Duties and Process
Côte d'Ivoire's 5 year age limit, the duty and VAT stack at Abidjan, a worked landed cost and the Dubai side steps for importing a left hand drive car in 2026.

Since 1 July 2018, Côte d'Ivoire has refused any used passenger car more than five years past its first registration abroad, a rule set by decree 2017-792 and confirmed by the Ministry of Transport's implementation committee. That makes Ivory Coast one of the strictest age markets in West Africa, and one of the best matched to Dubai. If you want to import a car from Dubai to Ivory Coast, this guide covers the age test, the duty stack at Abidjan, a worked landed cost and the paperwork on both ends.
For most buyers, the answer is simple: choose a left hand drive GCC spec car that is brand new or first registered within the last five years, budget for customs charges that typically land in the mid 40s percent of the CIF value, and have the export certificate, invoice and bill of lading ready before the ship docks at Abidjan.
Why Dubai stock suits Côte d'Ivoire#
Côte d'Ivoire drives on the right, so it wants left hand drive cars, which is exactly what the UAE market sells. That is not true everywhere we ship: Kenya, for example, only registers right hand drive vehicles, so most GCC stock is the wrong fit there, while Abidjan takes it as it comes.
The age rule tilts the math further toward Dubai. A large share of the 700+ cars in our inventory are 0 km or one to two years old, so they clear the five year ceiling with years to spare. Typical examples that fit the rule today:
- A 2024 Toyota Corolla XLI, the value pick for city driving and taxi resale later.
- A 2023 Toyota RAV4 EXR, a compact SUV with strong demand in Abidjan.
- A 2022 Toyota Prado TX-L, a near new body on frame SUV for upcountry roads.

The 5 year age rule, in practice#
The decree counts age from the date of first registration abroad, not the model year, so a 2021 model registered in early 2021 runs out of eligibility sooner than one registered late in the year. Public transport vehicles have their own ceilings: five years for taxis, seven years for minibuses and small vans in public service, and ten years for large buses and trucks.
In late 2026 that means a passenger car first registered from late 2021 onward is the realistic window, and brand new or 0 km stock removes the question entirely. Always check the registration date on the UAE documents, not the badge on the tailgate, before you pay.
Import car from Dubai to Ivory Coast: the duty stack#
Customs charges are calculated on the CIF value, which is the car price plus freight plus insurance. The base duty for passenger cars follows the ECOWAS Common External Tariff, which places finished consumer goods in the 20 percent band, and the Ivorian customs service collects it alongside VAT and community levies.
| Charge | Typical rate | Applied to |
|---|---|---|
| Customs duty | 20 percent | CIF value |
| Statistical fee (RS) | about 1 percent | CIF value |
| UEMOA solidarity levy (PCS) | about 1 percent | CIF value |
| ECOWAS community levy (PCC) | about 0.5 percent | CIF value |
| VAT | 18 percent | CIF plus duty and levies |
| Approximate total | mid 40s percent | CIF value |
Port handling, the licensed customs agent's fee and registration plates come on top. Those vary by terminal and agent, so treat any figure you see online as an estimate until your agent quotes the exact car.

Worked example: a 2024 Corolla to Abidjan#
Using the listed export price of the 2024 Corolla XLI above, with typical shipping and insurance ranges:
| Line | Approximate amount (USD) |
|---|---|
| Car price in Dubai | 20,445 |
| RoRo freight to Abidjan, typically | 1,300 to 2,000 |
| Marine insurance, typically 1.5 to 2.5 percent | 300 to 500 |
| CIF value, roughly | 22,500 |
| Duty and levies at about 22.5 percent | about 5,050 |
| VAT at 18 percent on CIF plus duties | about 4,950 |
| Landed before port, agent and plates | about 32,500 |
Customs may assess its own value rather than accept the invoice, so the real figure can move. Our Dubai export cost breakdown covers the smaller UAE side fees that sit inside the car price line.
The process from Dubai to Abidjan#
- Choose and inspect. Confirm the VIN, registration date and condition, then sign a written deal before any deposit.
- Dubai paperwork. Clear any fines, cancel the UAE registration and obtain the RTA export certificate, which customs at both ends will ask for.
- Ship. Book RoRo for standard cars or a container for high value ones; our RoRo vs container guide explains the trade off, and marine insurance covers the voyage. Transit with transshipment typically takes four to six weeks.
- Track and clear. Follow the vessel by VIN while your agent lodges the declaration in Abidjan, then pay duties, collect the car and register it.
Buyers comparing West African lanes can read our Nigeria import guide, where the age ceiling is 12 years but the duty base is higher.
Frequently asked questions#
How much does it cost to import a car to Ivory Coast?#
Customs duty, levies and VAT typically add up to the mid 40s percent of the CIF value, before port, agent and registration costs. On a car bought in Dubai for about USD 20,000, expect roughly USD 10,000 in charges at Abidjan, and use our shipping page to get the freight side priced.
What is the age limit for importing a car into Ivory Coast?#
Used passenger cars must be no more than five years old from their first registration abroad, under decree 2017-792. Taxis share the five year limit, while minibuses and light vans in public service get seven years and large buses and trucks get ten, as the government communiqué sets out.
How long does it take to ship a car from Dubai to Ivory Coast?#
Ocean transit to Abidjan typically takes four to six weeks, because most sailings transship on the way. Add one to two weeks on the Dubai side for paperwork and loading, and a few days to clear once the documents are ready.
Is Ivory Coast left hand drive or right hand drive?#
Côte d'Ivoire drives on the right, so left hand drive cars are the norm, which is why GCC spec stock from Dubai fits it so well. Right hand drive markets such as Kenya are a different story, so check the rules before you buy for any East African destination.
Can I buy a car in Dubai and ship it to Africa?#
Yes. You can buy remotely, have the car inspected, and ship it with the export certificate and bill of lading in your name; our guide to buying a car from Dubai online walks through the steps that protect your payment.
