How Ghana car import duty is worked out in 2026: the HDV and depreciation steps, the 5, 10 and 20 percent bands, the levies, age penalties and the new rules.

On a real 2023 Honda CR-V cleared through Ghana's customs system this year, import duty made up only 39 percent of the bill. The other 61 percent came from eighteen separate levies, taxes and fees, according to a line by line invoice study published by Modern Ghana in July 2026. That is why Ghana car import duty surprises so many first time importers. This guide explains how the bill is calculated in 2026, which rates apply to your car, how age penalties work and what changed this year.

In practice, the duty is worked out on a customs value that Ghana sets itself, not on your invoice. Customs starts from the vehicle's home delivery value, applies age depreciation, adds freight and insurance, then charges duty of 5, 10 or 20 percent plus roughly 20 percent in VAT and levies, and smaller fees on top.

How Ghana car import duty is calculated in 2026#

The Ghana Revenue Authority collects every charge through ICUMS, its customs platform, but the logic follows the same four steps for every car:

  1. Value. Customs takes the manufacturer's suggested retail price for that make, model and year, called the home delivery value (HDV).
  2. Depreciation. It reduces that value according to the car's age.
  3. CIF. Freight and insurance are added to give the customs value.
  4. Charges. Duty, VAT, levies and fees are applied to that value.

The ceiling matters. A ten year old car is valued at half its HDV, the same as a six year old one, so older cars stop getting cheaper to clear while their resale value keeps falling. A cheap purchase price in Dubai does not lower the bill either, because the invoice is not the starting point.

The duty band: engine size and fuel#

The duty rate itself depends on the vehicle category and engine. Graphic Online describes three main bands for 2026:

Two cars at the same price can therefore pay very different duty. A small saloon like a 2024 Toyota Corolla XLI sits in a lower band than a large V6 SUV, while a mid sized SUV such as the 2023 Toyota RAV4 EXR falls in the middle. Note that hybrids currently sit in the 20 percent band in Ghana, so the fuel saving has to cover a higher duty bill.

VAT, levies and fees on top of the duty#

Duty is only the first line. Since 1 January 2026, the Value Added Tax Act, 2025 (Act 1151) charges VAT at 15 percent with the NHIL and GETFund levies at 2.5 percent each, all on the same base, and the old 1 percent COVID-19 levy is gone. The 2026 budget presented this as a cut in the effective rate from about 21.9 to 20 percent.

The other recurring lines on a vehicle bill are a 2 percent Special Import Levy, a 1 percent withholding tax on imports, the 0.75 percent EXIM levy, the 0.5 percent ECOWAS levy and 0.2 percent AU levy, plus ICUMS network, certification and port health fees.

Worked example: a real 2023 Honda CR-V invoice#

The Modern Ghana study published the full charges on a 2023 Honda CR-V, three years and three months old on arrival, with a taxable value after depreciation of GHS 265,437.70. As a hybrid, it paid the 20 percent band.

That total is about 51 percent of the taxable value. A car in the 10 percent band would pay far less duty, and the VAT family shrinks with it because VAT is charged on the value plus duty. Age penalties and the new 15 year limit#

Ghana adds an overage penalty, charged as a percentage of the CIF value, once a passenger car is more than ten years old, counted from the year of manufacture:

The last row is new. Under the Ghana Standards Authority's vehicle import FAQs, used vehicles above fifteen years old, flood or fire damaged cars and cars with chassis damage cannot be imported if shipped on or after 1 October 2026. Cars shipped before that date are not affected.

What else changed for importers in 2026#

  • Pre shipment inspection. Every used vehicle shipped from 1 October 2026 needs a Certificate of Conformance from a GSA approved inspection body in the exporting country, before it sails. New models need GSA homologation instead. For ImpressCar orders, our agent arranges the certificate.
  • New or used? The GSA treats a car as used once it is more than twelve months from manufacture and has over 1,500 km, so 0 km Dubai stock usually follows the new vehicle route.
  • Importer registration. Individuals and dealers must register with the GSA as vehicle importers.

One rule did not change: Ghana drives on the right, and the Customs (Amendment) Act, 2020 bars right hand steering vehicles without the Minister's approval. The left hand drive GCC cars sold in Dubai fit that rule as they are.

How to keep the duty bill predictable#

  • Buy younger. A car under ten years old pays no overage penalty, and the depreciation ceiling means older cars save little on valuation.
  • Watch the engine. Staying under 3,000cc petrol or 2,500cc diesel usually keeps a passenger car out of the 20 percent band.

Frequently asked questions#

How much is the duty on a car in Ghana?#

It depends on the car's assessed value, age and engine. On the 20 percent band CR-V invoice above, duty, VAT, levies and fees came to about half of the taxable value. Smaller engine cars in the 5 or 10 percent bands pay noticeably less, so check the band before you buy from the current inventory.

How is car import duty calculated in Ghana?#

Customs starts from the home delivery value, applies depreciation for age, adds freight and insurance to reach the CIF value, then charges duty at 5, 10 or 20 percent. How old should a car be to import to Ghana?#

A passenger car up to ten years old from its year of manufacture pays no overage penalty, while cars over ten years pay 5 or 20 percent of CIF. From 1 October 2026, used vehicles over fifteen years old are not allowed in at all, according to the Ghana Standards Authority.

Can I import a right hand drive car to Ghana?#

Not in the normal course. Ghana's customs law bars right hand steering vehicles unless the Minister approves an exception, so importers should buy left hand drive, which is the standard specification for cars sold in the UAE.
